You can with consistency and effort, I've done it.
Calorie deficit (with enough protein) + cardio and weight training + posture and mobility exercises first. A resistance band and using the hip abductor machine made my hip dips unnoticeable.
Then you can start using a steel boned corset (which will make the biggest difference in your shape). Buy a quality one and steadily increase your daily wear time and tightness. Reddit r/corsets will help. You should have a relatively flat stomach if you want it to really work though.
At my peak I used it for 4 hours a day. Have never slept in it or went over that number... though I felt like I could without consequence. It was enough to make a significant change without interfering with my health. Now I wear it only when I work out (so 40 minutes to 1 hour daily) for maintenance. Everyone is different so I would experiment and see how you feel, but that should be a good reference since my measurements were close to yours when I began.
