The only safe topical for around the eyes/eyelashes is Minoxidil BUT in Glycerin. Can be found on Minoxidilmax website (called PG free)

Using ethanol to dilute castor oil intentionally disrupts the delicate skin barrier around the eyes. Instead of enhancing the absorption of the active ingredient, this method leaves the area vulnerable to chemical irritation and drynessHence why i said castor oil diluted should not be used for eyelashes.
