does hair just have a growing limit?

I literally just cut my hair almost up to my shoulders last weekend and now its under my shoulders. My hair doesn't grow this fast when its already long
Yes because
1/ Depending on people genetics, the telogen phase (when the hair naturally weaken and fall out) is happening between 2 up to 5 years of anagen growth so people with a lower anagen phase can't grow their hair long.

2/ How dense your scalp is covered in capillaries, so higher bloodflow, so more nutrients at the hair's roots, so higher speed of growth
