you can try to go down % with a caloric deficit and steady state cardio, to reach 19% max and see if it improves your face, and try switching salt to potassium chloride or/and try furosemide it's a diuretic

For women it's mostly genetics + hormonal changes through the month, as you most likely to be bloated during your period, for example.
 
I hate to say this but debloating is literally just losing fat. You can’t spot reduce fat either, it comes off from all the different parts of your body unless you have a medical condition.

Most people who have “hollow cheeks” or minimal facial fat expression either have a bone structure that allows for it, or they are at a very low body fat percentage. However, there are thinks that can help drain your lymph nodes that make you feel less puffy. When you first wake up in the morning, have a good 16 ounces of water and if you can mix some electrolytes in it. All you really need is some salt, a little bit of lemon, and if you have access to it coconut water is great. Black coffee is a diuretic and if you combine it with a banana you have a great source to eliminate any water retention.

You could try facial massages, I know some people use a gua sha but you can easily recreate that with just your hands. Cardio is also great so you can sweat out any extra water. So your ideal routine should look like this: wake up , drink water, do a facial massage, and finish up with some cardio afterward. There’s also some great calming yoga you could try if you’re up for it to maximize results.

But honestly it’s mostly just being lean. I wish you the best.
