its mostly about your pelvis and hip sockets, but if have you wide hips and a high BMI or BF%, getting leaner could help reveal a gap. If your hips are small just work on keeping your legs toned tbh you might never be able to have one even at very low BMI (at least without surgery)

how tall are you? We have almost the same measurements and I have a gap (I'm 5'2). my legs are 30 inches long floor to hip (disproportionate to torso but I have very "long" femurs)
 
You probably just dont have that much leg so a little fat/muscle goes a long way, body comp is tricky for short women

also you might just have unccomodating hip sockets

just stay lean and toned and your legs will still look good without a gap
 
nobody cares about thigh gaps tho it’s just genetics and being malnourished
