Smartness is more or less the ability to function socially in a group or system, not necessarily related to IQ or whatever you want to call it, nor to the qualitative contribution that person has in that system
Usually, if you are smart (or intelligent) you will easily understand the social rules that make you look smart
perception is given by:
- looks (the extent to which the look, your physical appearance, is good)
- intelligence (sometimes)
- leadership
- high socio-economic standing
- fashion (culture-dependent)
- political knowledge (at least basic)
- job (“good” or “important”)
- extroversion (type is culture-dependent)
- other
Some of these are related to IQ or whatever but don’t necessarily belong to a person who has a high IQ, as I said
Consider, of course, that it’s possible to appear smarter by adapting to other people's perception of smart
