If both parents do carry the alleles then the chances of having blue eye are

So if both the parents are white and one parent has brown eyes then the likelihood of child having blue eyes is 50%
if one parent is MENA or Indian then the chances are close to 30% to 40%.
If one parent is East Asian then the chances are less than 1% as very few east asians carry blue eyes allele same goes for non american blacks. (American blacks are r**e babies and about 25% euro)
