You want to start with a good skincare prep. Serum + Moisturiser + SPF + Tacky primer. (The tackier your primer is, the stronger your makeup will stick to your base). You can also use a setting spray before foundation.
It is important that all your makeup products have the same base - silicone or water based. All water based products will show water first on the ingredient list whereas silicone based products will have anything ending in -cone. Your primer, concealer and foundation should all match.
Also, any cream products you use e.g blush should be sprayed with setting spray THEN setting powder.
It is always best to go for a glowy look from a looksmaxxing perspective (frauding health indicators).
So, the routine I would go for would be:
Skincare, SPF, Primer, Setting spray, (water based) Foundation mixed with Elf Halo Glow, Concealer, Light cream blush (that is a natural colour) Setting spray, Set with powder, Mascara, Eyebrow gel, Lip tint and Gloss. You can also use a natural cream/powder highlight on the cheekbones.
I always think less is more personally!
