Faster
Stronger
Eye sight like a cat
Hearing like a bat
Bones stronger

Modifying humans on a cellular level

I would pay the best labs on the planet trillions to develop these things

And vehicles I would make transportation 100% better

Every vehicle planes,boats,cars,bikes etc will all be faster and more durable

I would also allow people to buy thier own land keep It
