idk I'm not a web dev so I'm not 100% sure how this works
but insta might be checking your other cookies, like what google account you are signed into
if they detect the same cookies, they will ban you

also banning is prolly not instant, because if it was then ppl could reverse engineer the banning system and evade pretty easily
so banning happens quite a bit after you trip the system
