depends on your puberty patterns tbh and if it's still growing. if your penis is still growing at 16 then its still growing. I grew an inch at 16 thats why i know, penis fully develops much before everything else does body wise.

I'm getting taller but I think my dick is almost finished with growing, I'm at like tanner stage 3.5
 
Also @averagemorrocan tanner stages arent accurate for ethnics. remember it was created by a white guy due to research on pubertal development on white kids.

When I was 16 I dated a girl who was towering over me. Idk what height she was or me tbh. But she looked tall relative to me. She had to squat to kiss me and make out with me. Very odd experience. I was like 5'8 pretty sure. 5'11 to 6 foot now. Never find tall women except that rare women who's got a growth disorder or a women who's 5,9 then wears her heels for 3 inch boost.
