There is a hormone called relaxin, which is made up in a female's body when she's pregnant, to loosen her ligaments in the body (including hips)

Which makes them slowly get wider

What if a woman just takes exogonous relaxin-2 and does some exercises that strech out the pelvic bone?

I wonder if results from this will be permanent and if it's safe

Same for men but shrinking hips with a corset

Thats a bit weird suggestion. Pregnancy and such things relating to giving birth is a temporary state. All of the permanent hip growth comes from fat redistribution of fat (although stopping relaxin will eventually reverse this) and growth in bones. Latter being the more effective thing and 100% permanent. If I’m reading your flair correctly, also it depends on your age.

so you think we can't permanently stretch or narrow down ligaments and joints between illiac crest bones?

Not safe as it cause Systemic Ligament Laxity and there is no known dosage also can down regulate endogenous hormones also side effects of exogenous usage is unknown.
