Perhaps he genuinely thought that the mods routinely banned people for mentioning drugs, which isn't right, but I think saying you use them isn't inciting (the rules only state that inciting is wrong). I can say I suck dicks and I wouldn't be inciting anyone. Besides, many people say things like that as a joke, just like insults like "n****r" are frequently used as a joke.
