pigmentation and tan are hard to fix?

i have hyperpigmentation and hypopigmentation on my face and its also tanned
my neck is very tanned and also fine eyes with a bit of darkness under my eyes
is it fixable? (15M)

For the Tan and hyperpigmentation yes they will return your skin to it’s natural state tho if it was shit skin nothing you can do aside from chemicals that will probably fuck you up
