If you think about it, these social programs, whether welfare, social security benefits, etc., aren't done for genuine compassion and bettering people's lives. Inherently, human society is a hierarchy based on genetically advantageous traits. This is mainly done to fulfill our biological needs of reproduction. We seek to reproduce with people with the most beneficial characteristics for reproduction (whether that be health, height, or looks) to ensure that our offspring will survive. This is because humans descended from monkeys, thus making our mating patterns similar to those in the animal kingdom. Therefore, humans create these institutions, such as schools, to create hierarchies to find those with genetically advantageous reproduction traits, such as social skills, higher IQs, and conscientiousness. While this truth might make human society seem animalistic (which it is), there is still some nuance. Humans aren't highly disagreeable to the point that they will completely let off the less advantageous to die in the literal sense. Humans have survived millions of years on this planet through packs or small tribes. Being completely individualistic is irrational because the collective work of the many is more productive than the hard work of one. Furthermore, each person generally has different skills, strengths, and weaknesses. Thus, by good cooperation, you can combine the strengths of both individuals and produce work that is unachievable by one person. In a somewhat related way (but not entirely), "human compassion" in these means can be expressed through establishing welfare programs or institutions designed to help the disadvantaged. However, if you look deeper, these social programs are two-faced. While there might be some genuinely selfless people on this planet, just as there are people who are homosexual, disabled, etc, due to human variation, I don't believe that the people in power established, for example, the "Great Society" programs to benefit people with low incomes truly. As I stated before, most human actions are done in the long-term indirectly or directly to satisfy the biological need of reproduction (at least for most human beings; yes, I do acknowledge that lesbians and homosexuals exist), and thus, these social programs purpose ends up being maintaining the hierarchal structure that ensures that those with the most beneficial traits have the higher chance of reproduction. Ensuring we have social programs to help the disadvantaged ensures that the underprivileged people don't rebel, thus maintaining the hierarchical structure that has allowed human beings to survive for millions of years. Even as someone disadvantaged in specific ways, primarily through my short stature at 5'7, I do understand that this brutal hierarchical system is a necessity for human society to function and even beneficial for the lower classes, as, without this system, there would be mass violence, chaos, and warfare.
