It's possible;the worlds iq also accounts for larger populations with lower quality genetics overall too. This relates to the fact that the average iq will be lower. Not to mention that even when degraded it's probably half a standard to one full standard deviation at the most lower than what humans are meant to be. 125-35 is a reach considering most of the world don't have the genetics for that. Furthermore, racial mixing and breeding(whites + ethnics) will create a larger impact on the worlds iq than anything mostly in the future, besides poor genetic selection(i.e. 4'10 smart asian woman dating 5'8 garbage truck white man).
