Everyone gets +2 votes, so they can split the votes to +1 each to two people, or +2 to a single person. However you can skip voting if you want to, which some people do. It's done off of the popular vote either way, which is flawed no matter how I try to set it up; the voter's activity wouldn't be a huge deciding factor in changing out the outcome of the poll.
