Personally if I were to be a leader of a nation, sector or anything really. Big or small, I would pick men who are confident in their genetics, mind and soul as that would determine higher rates of success. Of course not all virgin men are inept failures as sometimes you get the type of man who does not care for intimacy and is naturally inclined to be alone and not get bothered by loneliness or of ones achievements within relationships or a love life. Yet that is the issue, those type of men are rare gems. You cannot always find such, most men are too emtional about thier being. Sometimes, it is better to not think and to serve something greater or superior to yourself. Not due to you being lesser but due to it being the balancing key to yourself.
That is how I always saw life really. Some people enjoy being a slave as it is their natural genetic anchoring. People who like to please others need a strong person in charge, which would create a benefit to both sides. The pleaser stays in line yet gets to move forward whilst the superior gets to advance however whilst gaining support. Then there is the person between superiority and inferiority, just the basic person. Easy to convince, can be a liability and easy to replace. Of course there is the few rare people who work on their own and for themselves but those are there for some time but forever. Equality is the most terrible cancer that has infected this world and man as a whole, you are either inferior or superior to another, not equal. It does not matter how your heart thinks when the world around you, likewise with nature's laws think and do the opposite.
