Maybe his dht or estrogen is messed up
Or it's just genetic

i had strong caspa not long ago, right now its normal tbh
ok, so im going to assume you are like me then,
basically what happens is that we that have caspa have a greasy scalp.
this kills and makes your hair weak, as it blocks the hair folicule.

so heres the routine i have.

firstly, wash every day with lukewarm water not to cold not to high. iff it is cold you are not going to get dead skin and if two hot its going to make your head more greasy.

now for what is going to help;

brush for two minutes in the morning and night.
i know it's difficult because you are going to notice hair loss but trust me i had the same problem as you and now is better.
the brush is vigorous and directly on your scalp with some teeth.

brush the scalp from the top first then the sides and then the back. On the top from front to back, from the sides from down to top and then the back from down to up. the purpose of this is to get all the grease and skin of before your wash.

Then products;
this is not a common advise as everyone is against sulfates in their shampoo. but they remove grease, look for two shampoos one before shampoo that has sulfates, and other for normal wash. make five lines one in the middle at the entrance of you hairline and two at the back.

and tap very lightly, in it try to distribute the shampoo (the one with sulfates), so every inch on your scalp get's covered rest it there for around two minutes or three, do not move it just let it rest.

then rinse your hair and use your normal shampoo, (tell me which one is), quickly and aply it directly to the scalp, and then once again a second time more vigorously let it rest for three minutes and rinse again.

if you use conditioner avoid it touching your skin.

use romero oil after you brush so that nutrients can come in and castor oil.

And, a disclaimer this will kill the bad hair or the one that is already weak
so expect some hair loss, it stops after two weeks of doing this every day that's my experience.
follow every step of this guide and i can assure you by experience that your hair would be better.

but it's purpose is to make your hair stronger and for you to recover the hair follicles that have already died so you can regrow.

In my experience, it isn't so much that castor oil makes them grow faster or thicker, but as soon as I started using castor oil, I found that I was losing lashes way less. It keeps them conditioned and makes them less fragile and brittle. The ultimate effect of this is that the existing lashes can grow longer than before.

Castor oil mainly works by strengthening your lashes to prevent them from falling, not by actually increasing the work of the hair bulb from which the hair originates: it will take some time, because essentially what you are doing with it is helping your actual hair getting stronger and staying attached to the bulb without falling — which is what helps with lenght and volume. You have to wait until your hair naturally grows out, so the amount of time it will take is subjective based on how fast your hair normally grows. That is why many people notice small results only after a month or two. This process takes patience and consistency.

The con to castor oil is in its viscosity. It often (not every single time, but frequently) irritated, got inside and stuck together my eyes during the night, so be careful not to exceed the quantity and put the bare minimum necessary to coat your lashes roots to ends without having droplets of it sitting on the lashes.
