In white ppls case the reason not all of u are NPCs is due to historical dethroning of royal bloodlines that are bred for royalty. Many Europeans have royal ancestors since once they were put out of power they were forced to join and marry into the masses

Other ethnicities tend to have more exclusive royal bloodlines with no historical dethroning or revolution

Thus easier to control

Now this isn’t to say all white ppl are royal most are NPCs but a sizeable amount of them are a constant threat to institutionalised powers
