It's possible maybe you're coming off too eager (like childish or naive) to talk or you're being too loud, or they don't feel like you're engaged with them directly. The "didn't hear me" thing only really works in situations where there's several conversations going on / it's already loud or if you try once and then immediately give up. It's hard to "pretend to ignore you" if you're engaged in a conversation 1 on 1. For 1, if you're not going out often (like a handful amount of times a month) then it's just not going to happen in your favor statistically.
For 2, if you're going to a brand new place every time or you're going to boring places like Walmart or whatever, then they're just most likely not going to do it. They would only approach you if you're super stunning or something, which is just not common for a majority of people.
For 3, if you're not dressing like you wanna be approached then people aren't going to approach you. Alternative aesthetics might not be popular among a majority of men and the ones who like it might be weird.
For 4, if you're acting shy or anxious in public then people are going to be anxious to approach you. No man wants to be the creepy dude, so they're going to try and be selective with people aren't immediately showing signs of being scared or whatever.

I really do need to find a way to work on social skills alongside going out more. A lot of this was quite spot on. Sucky part is it is easier finding out the problem but solving it tends to be harder.
Coming off eager is common for me and has been that way for a long time but I'm not entirely sure how else to come off especially when engaging with someone new?

I was recording myself for a video - I had a script, I was mentally prepared, I was alone, I didn't plan on showing anyone the recording, and I re-recorded it several times. I was STILL saying "uhm" way too much in each recording, coming off anxious. Even when I was intentionally and was being MINDFUL of me avoiding it, I would listen back to the recording and feel SHOCKED. Because I genuinely thought I went through 1 recording only saying it like once and I ended up saying it like 12 times without realizing. I felt fucking gaslit by my own self it was crazy.
So you'd have to train yourself to avoid certain pitfalls. It's kind of hard and it's annoying, but it's the honest answer here.
If you want to, you can also just accept the "not getting hit on randomly" and instead try dating apps where you'd have a lot of options and attention. At least then you could be "yourself" and find a man who would be intentionally engaged with you and could like you for you and your awkward nature (if you feel like you're awkward). I met my wife on a dating app - 0 success in any other avenue, but she gave me a chance and she said she liked how nerdy and awkward I was irl. And I'm a dude + ugly asf so y'know.
