quandale dingle has a recessed, overly compact maxilla/midface and mandibular prognathism which explains his poturding lower lip. his nose is also downturned due to lack of support due to his recessed maxilla and his chin seems to be very weak. his IPD seems to be very short. to ascend him he would need a lefort 1 which would consist of a maxillary downgraft with a foward advancement and may need to combine it with some counter clock wise rotation. his chin needs to be advanced via a genioplasty and increase vertical height aswell using this same surgery. typically you would not need a nose job if you have jaw surgery but because his nose is overly long a rhino may be needed. surgery to increase his IPD may be risky so i just suggest him get some fat grafting in his upper and lower eye area. some minidoxil on the ends of his brow and a trip to a salon to make it more upturnt and straight may also help.
