Anyone is allowed to be added to the poll and voted on as long as they meet the requirements in the nomination thread. If it's who they want to add and vote for I don't really have a reason to block that.

I do have an activity requirement per month that I manually verify for winners only, but for mods they have 2 activity points where normal users have 1. So for moderators it's also based off of moderation logs.
