Those sensors aren't there to measure skulls, but simply to adjust the sound when the head turns (spatial audio) to provide a more realistic experience. The slight change in sound volume at high volume is entirely due to the physical limitations of those tiny speakers, so it's not intentional. Apple actually puts a lot of effort into preventing this distortion, but that's just how physics is.
