Are Tattoos Cool on Girls?

In most cases, I'm okay with it, and may even like it. I think I prefer it on the arms more than anywhere else. Not fond of tattoos being on the breast bone and downwards. Collarbone ones are okay. Shoulders can be good if done right. Some neck tattoos will get a pass if it looks good but it rarely does. Face tattoos are a huge no for me. Might give a pass to eyebrow and eyeliner tattoos but they normally fade poorly.
