At what age of continuous neglect or exposure to poor conditions is it too late for a child to develop typically?

Your ignoring a very important variable; the level of exposure/neglect.
Mild, an absent father/mother and little attention or rule enforcement
I assume abuse would be much more difficult to recover from whilst developing
I’m just curious to know i guess

No as in is there an age range where this trauma or neglect would be more difficult to recover from? Like if youre very young would it be easier because youre not sentient or would it be extremely difficult bc ur brain is more neuroplastic and its a critical period where u mudt learn certain skills
 
I believe deterioration starts around 3? I think ages 0-2 is when the brain needs many interactions to absorb if that makes sense, if not the child will end up like @batluvr158
