i would wait until your body is fully developed, they are just fat on your chest so they can vary depending on your weight. if you loose weight you loose them too, if you gain weight you gain them too so i would get to a weight that tells you enough to know if you’re just thin or if you are genuinely flat chested. lets say you do infact end up deciding to proceed with that procedure dont get extremely big implants because overtime they swell and you dont want to look like a botched airpod lol.
