Yes, if you haven't broken any rules, you're allowed to come back on a secondary account. It's recommended to delete the abandoned account, but it's not required like it is on .org.

Staff members will have the red banner labeled as 'Staff' or a black banner labeled as 'Admin' if they have moderation permissions at all. We do not have any 'hidden' staff members, so if they're not publicly labeled then they're not a staff member. You can also view all of the staff members here.
