It's statistically unlikely. I doubt testosterone would dramatically help with height even if you started it today, but you can always try. Testosterone is one of the least harmful hormones a man can take, so.
 
I'm assuming you mean anabolic steroids.

To over over simplify, when developing, your body knows how to regulate testosterone. Your body doesn't always know how to regulate anabolic steroids.

If you're asking why young boys can take testosterone treatment and still grow - When young boys have not triggered puberty, they will use testosterone instead of an anabolic steroid as there's normally less side effects, such as there's less estrogen being triggered when you take straight testosterone, as an example.
