Genuinely whats the motive behind it? A woman is walking past and you catcall her obviously shes not going to think that youre edgy and cool and run to you, so why as a man dont you just go up to her and ask for her number like a normal fucking human being, also it happens when a man is with his friends (maybe to look tuff and hight T infront of them) but mostly the man is alone telling her how nice her ass looks, how shes hot...etc its mostly sexual comments and without going up to her and asking her out too so why would anyone do that.

by himself, he proves his "worth" to himself, knowing no one will say anything in return to criticise him. essentially he validates himself by catcalling because he thinks its cool to not care and dehumanise women

well to simplify what i think

-if in group then hes being "masculine" and high T for an audience as u said

- seek validation/sense of power when by themself. they get a feeling of control from making a stranger react. they're demonstrating they can intrude into someone's space w/o consequences

- objectification + learned attitude. they view women primarily as bodies to comment on rather than ppl. they see the behaviour as harmless or even sometimes flattering

- theyre usually anonymous, so the action will lack accountability. they feel protected from criticism/consequence.
