Provided you have done your due diligence and truly need it, it mainly depends on what exactly you need it for low dosages are 10-30 ml and high doses are 20-50ml , I think the higher doses have to be administered via IV and the lower doses through IM injection

It will not enhance your cognitive skills because nothing rn can elevate your baseline cognitive skills, but it will increase neuroplasticity. I would recommend you do a great amount of research before but if you are I would recommend 5ml IM injection injected slowly over 2-3 minutes. You can administer it as every 7-30 days or 2 cycles per year (5 days weekly for 4 weeks is one cycle)
But in my opinion it will not really affect you much positively, pretty low ROI so research thoroughly
