confused about diet and weight

I feel like I'm chubby when I see myself but I'm still "underweight" (95 lbs) I drink water, I work out every other day besides Saturday and Sunday. I try to eat enough protein each day. Why are my arms and stomach still chubby and how do I fix it?

Too little fat in your diet , bloating, general genetic fat distribution.

Last part is genetics, for me most of my fat isnt in my arms so they look anorexic even when I was bmi 21

You are most probably skinny fat, keep working out and build muscle by doing a lean bulk.
