i dont think you should do it. at 6'1 youre already tall enough to be considered very tall in almost any part of the world. i know you have that mindset of "never enough," but why? is it for ego? is it to be more attractive to women? why must you be in the 99th percentile? sometimes there is a limit and theres also just plain lack of hindsight.
since youre already very tall, if you really want to seem more attractive, work on your face, hair, and hobbies. being taller than you are now wont magically change those aspects. you could use that 20k on being more financially responsible (which is attractive to women too!)
you also have to think about not only would you be spending all of that money to travel and get this surgery, but think about the money youll spend to get accommodations for not being able to walk for a year. you may need a lot of help at first, so make sure you have people who are willing to do that for you too. you have to think about rehabilitation, make more time for the gym, train your legs, and deal with judgement from every person you know (it would probably be even more judgement once you tell people that you were already 6'1 before). you should also consider youll have to get rid of all the pairs of pants you own and buy new ones.
