Personally I think the responsibility and consequences of their actions are far beyond their comprehension. Many of them still want to reproduce despite this, and the only way to stop them would be via putting laws in place or just straight up sterilising them.

If anything I believe it's immoral to let them reproduce, for everyone involved.

I think it’s dangerous to be giving the state that much power to control people like that so I don’t think it should be illegal. Ultimately it would have to just be up to the person. I do think if they want to have a kid though that adoption would be a much better option
