Eye Asymmetry caused by dark circles?

Can dark circles cause eye asymmetry? I have a more noticeable dark circle on my left eye, which is the asymmetrical one compared to my right eye, and even a vein is visible there.
 
The asymmetry was probably caused during development. The dark circles wouldn't cause this, it would be a symptom of this. However, the black circles would make it more visible.

Dark circles are normally purely cosmetic and not normally a sign of anything else. It's mainly genetic but can be caused by other factors like rubbing your eyes too much (which is rare but still possible). So it's genetic mainly.
