If it genetics then idk consult with a dermatologist or healthcare professional for personalized advice and potential treatment options such as laser therapy chemical peels or dermal fillers.
 
I had the same problem, sleep well and ice your face 10-15 minutes after you wake up, put Vaseline under your eyes before you sleep, till now it's working for me, it's not fully gone but it improved
