eyebrow serum growth in new spots

kinda random but for context my eyebrows are more down turned, anyways recently I've been using this serum just every night before I go to bed and I've noticed tiny hairs coming out around my brows that weren't there before. So I might have started to try shaping my brows a bit but its looks retarded since the other hair is just now growing.. my question is, is that normal so I should keep shaping my brows to be more upturned or what
