regular grooming, dying them a few shades darker, and microneedling paired with a good serum all work great. as for serums id recommend minoxidil or castor oil. if your eyebrows are still horrible, invest in an eyebrow pencil.

from what i can see ur eyebrows are super thin. it looks more like a thickness issue than it is color related, try and work on that aspect before dying them
