Yeah, that double standard definitely exists, but it’s not random, it mostly comes down to the fact that sex is just harder to get as a guy.

Social shaming and consequences are external they don’t necessarily reflect the morality or intent behind the behavior. If anything, a lot of men act out sexually because they’re coping with rejection or lack of options, not because they’re inherently worse people.
