In theory yes it's illegal but they forbid tests because at some point there was frauded tests so men could walk away from being sued by the mother.
You can still recquire a DNA test through your lawyer in court when the woman obviously cheated and you bring proof of her cheating. Judges will not let a man paying child support and let him close to the mother/kid if it's obviously isn't his.
