i think that population is united as one in every case because every plurality is somehow connected to some "one" (here I mean cultural). what's needed isn't political monism or destroying political system at all (this would lead to a one-party dictatorship as is the case in many totalitarian countries today or will led to anarchy) but political pluralism, cuz you'll be able to find the best party for you
