You're gonna have to get a feel for it.

Girls that like you whom you spend a lot of time with (at school or work) will be in your space and linger around you a lot when they like you and want you to get shit rolling.

If you're in a fast paced environment, or in one where they're unlikely to see you again like on a busy street or sitting across from her on a bus/train, you might catch her looking at you a lot or smile at you while holding eye contact. Girls are much better than men at not getting caught staring. If you catch her staring at you more than once then you can be 80% sure she wants you to know it. She wants you to talk to her.
