People can easily perceive the smallest difference in height, it’s right in the face. This makes it hard to cope with a heightmog.

Face however can’t be measured as easily (unless the mog is brutal). It’s easy to cope with a facemog when the tiers are adjacent (MTN vs HTN) and most people do exactly that.
