How can I fix coloring

So my skin tone is white but I live in the middle east in Jordan specifically.
The sun is strong in here so my upper body,legs that I don't show in the sun is white but my face is brown and red for some reason it's probably a permeant sun burn I think ?
so like my hands are different color and torso is different and my face is different how can I like even out my skin tone?

Just buy a heavy, pharmaceutical-grade SPF 50+ strictly with physical filters like Zinc Oxide or Titanium Dioxide with a maximum PA++++ protection rating, and apply it to your face, neck, and hands every single morning 20 minutes before going outside, even if it's cloudy.
