How do eyelash serums work? Do they also work on brows?

They nourish the place you apply them on, making it a healthier environment for hair to grow. But there are also things like minoxidil which are proven to directly promote new hair growth, it can be used on brows and lashes. If something is labeled for “lash growth” just use it for lashes, vise versa for brows. But there still are things like minox in which you can use them for any patch of hair

does castor oil/lotus oil work? or is it only to protect hair follicles and not grow them

I know for a fact castor oil works just like how you said it does, lotus oil or whatever that is probably does to
The mechanism of these is to just provide moisture and other things to promote lash health, they don’t actually directly cause new growth. They benefit the environment which basically indirectly helps it to grow, I use castor oil and it’s undoubtedly helped my eyelashes to grow
