how do i fix a protruding upper lip/philtrum?

From the photo you've shown, it doesn't look like an aesthetic concern at all. If you only notice it in 3/4 and not front or side, then it's probably a sign it's not a concern either. To me it doesn't look bad or unnatural.
 
idk 2 ppl have pointed it out on here and i didnt rly notice before but like now it throws me off, its more projected that like my chin and lower lip

aw im hoping its a slight overbite so my inviaslign will fix it, ik its not as big of a concern as some of my other falios but it still bothers me
 
but are there any surgeries? like a lip lift or smth i have no clue
Normally when it comes to surgeries, you take a huge risk of making it look worse. If it's very mild/minor where only you really notice it, then it might be a mental health concern rather than a cosmetic one. Surgery should be used as a last result; with surgery there's a huge risk of something going wrong, healing looking busted, the surgeon you picking not being very good at his job, it costing thousands of dollars, etc.

2/ Is this just an overbite or something ? The philtrum seems to be "pushed"
To me it looks like the fat distribution in her upper lip may cause it to look that way, but it doesn't look structural or bone related to me. It's possible it's her teeth pushing it outwards but it doesn't look that way to me.

Agreed heavily, fixing could fuck up her nose to lip ratio

i am blonde currently, this is an older pic when i had dark hair! and ueah it might be an overbite since its not just my upper lip my whole philtrum protrudes, hopefully my invisalign does rhe job

Invisalign only fixes misaligned teeth, it wouldn't structurally change the maxilla or anything.
