how do i get fat under my eyeballs?

Placing ice cubes under your eyelids will contract your capillaries due to the cold so you can do that to improve that area. Mark solution

You have slight tear troughs which is one sign of recession, they also tend to have a hollow look

Which is why I don't think it's an issue most people don't have good infra orbitals

you dont really have any zygo protrusion but I still don't think thats the issue. I can tell that youre squinting because of the amount of skin underneath your eye. You seriously cant do much for your eyelids or eye shape besides squint or get surgery, so I wouldn't worry about it. Especially because your eye area is kind of good when youre squinting (apart from the asymmetry.)
