How I Would Fix South Korea's Birthrate

My Plan
Basically I would force men to donate 1 cup of sperm and women to donate 5 eggs when they turn 18.

Then the government (Me) Impregnates the egg with the sperm we have causing the population to go up

We then send the kids to a government funded home to live in with other artificial kids (Orphanage like)

Pros
You can use eugenics to increase your countries attractiveness,IQ and height

You would create more jobs for the country (teachers,care workers, admin ect)

Having more of a working population would extend social security

Having more of a young population could increase quality of life (Young people are the ones who invent new tech)

Cons
Since people wont know there related incest could increase

Biological Parents of the artificial kids might want to adopt the kids they never knew they had

Rebuttal
We could make an app that says who around you is your half sibling or full (Korea is a surveillance state so this wouldn't be to weird)

We could email the donor that there eggs/sperm was used and allowed them to adopt them if they want to
