I know I mixed it up with something else
I heard you get an oil cleanser and cleanse for like 5 minutes and then emulsify with water and do 2 minutes and wash it off and then a normal cleanser

It’s ok maybe you meant oil cleanser
Get an oil based cleanser or cleansing balm, and apply it on dry skin and literally just keep rubbing it in for an extended period of time, like 5+ minutes. It’s really good at the end of the day to get rid of any makeup (especially waterproof) and/or sunscreen. After use a water based cleanser.
