It's impossible. Straight/safety razor and going against the grain and then again with the grain is as close as it can get, but it will irritate most peoples skin to the point where it isn't worth it. Consider laser hair removal if it bothers you that much.

Honestly its not even that deep. If u really wanna get rid of it wax it
